By using some research methods such as content analysis, cross-table analysis and experimental research, this study shows some significant findings as follows: (1)There are five types of media discourse in favor of the construction of Shu-Hua Highway; likewise, there are also five types of media discourses disapproving of the building of the highway; (2) It is not consistent on the media frames over the construction of Su-Hua highway during the different time period; Specifically, the positive arguments are prevalent at the early stage of the Su-Hua highway issue; the negative discourses are dominant at the mid-term stage; and both pros and cons are counterbalance at the final stage of the evolution of this issue; (3) To audience, while comparing with other policy discourses; the most persuasive media frame of policy discourses in favor of the construction of highway is that " the building of the Su-Hua Highway can efficiently solve the long-standing problem of traffic congestion in east Taiwan area". On the other hand, the most convincing media frame against the building of highway is stated as " the construction of the Su-Hua Highway will seriously damage the ecological environment and will be left no place for the survival of beautiful nature”.
