In addition, performed the military service innovation with a manner combined with conscription and voluntarism year by year to reduced the amount of conscription as well as full the final aim of single voluntarism system, and expended the program recruiting talents to construct a modernization of forces with suit quantity, high quality and high strength. However, there are many difficult problems need to conquer while processing, including issues how to stabilize the resource of entrants and identify the quality of participants, how to reconstruct people’s believe and faith, how to establish a suitable mechanism to avoid talents leaving as well as causing a risk from organizational operation under changes in economic conditions. The purpose of the study by observing each characteristic, orient of environment factors and self sentiments awareness is about to make a reference for revising policies of voluntarism, futhermore by researching the assignment, appraising and management of personnel affairs to prevent the overflow on talents leaving as well as producing a bad influence to the aim of voluntarism. In doing so, we can promote the military capability to meet the goal of constructing a new generation defense force. The study uses the software spss 12.0 for statistic analysis, and set the volunteers in one of the troops in south Taiwan to be the sample. There were totally senting out 250 piece of questionnaires, and 233 each returned. By excluding 2 invalid, there are 231 valid questionnaires. The returned rate is 92.4%. There are couples finding of the study as follow :(1) Although the result for recruiting the volunteers has a high performance in recent years, the majority assumed soldiers were not coming out by themselves’s true heart or aspiration but the weakness economic environment. (2)Over half of all have the thought for resignation when the economic turns to good. The unobvious resignation tendency comes from the unstable economic status and the fearness for the uncertainly consequence when people finally take actions. (3) The majority were not satisfy of their job content, the inside atmosphere of work environment, the fairness and the develop chance that unit offered. But due to the organizational changes of the military are now in processing and the economic status in county is not recovered yet. Most of them choiced to accept the way and automaticly lowered the anticipation to cause the result of resignation tendency unobviously. none 胡靖 2010 學位論文 ; thesis 102 zh-TW
