They have now become members of this society, and are going to participate in the life and fate of you and me in the future. Therefore, it is very important to know how to help these new immigrants to get melted into Taiwan society, to help Taiwan society to know these new immigrants so that people will respect each other in their living habit, culture and attitude. It is a matter of whether Taiwan society can head towards healthier, more diversified and richer cultural development. Hence, the government had launched related policies ever since late 1990s. In the way of preparation of a specific fund, “The Foreign spouse care and consultation foundation” (Foreign spouse foundation) as set up in 2004, had devoted to the full development of the care and service policy to the foreign spouse. The main objective of this thesis aims at the study of the service delivery of the “Family service center for foreign spouse” that should be set up by each city and county government as regulated by “Foreign spouse foundation”. The real research targets are the family service centers for new immigrants as set up by Koahsiung County government in March 2006 on three districts (Kang-Shan district, Chi-Shang district, Feng-Shan district). These centers are used as centers for providing local integrated social welfare service and assistance to foreign spouses. The Kaohsiung County government has adopted two different models in three districts to perform the delivery of welfare service. In the Feng-Shan district, it was outsourcing to Good Shepherd Welfare Foundation; Comparatively, the Kang-Shan district/Chi-Shan district have the centers set up within the social welfare centers of Kang-Shan/Chi-Shan, that is, the local government will take care of such services. It was found in this study that the deliveries of both welfare services have their respective advantages. As a professional non-profit organization for long term involvement in the foreign spouse matter, the Good Shepherd Welfare Foundation of the Feng-Shan district has professional team to dedicate fully to foreign spouse business, with the characteristics of abundant human resource and flexible organization; in the Kang-Shan/Chi-Shan district, although human resource is tighter, yet as located at local service center, it can provide more complete and immediate service to foreign spouse through the horizontal transfer of related units of that center. The comparison of the advantages and disadvantages of both models can be important references for taking public sponsorship or taking outsourcing by the county and city government in the welfare service of “Foreign spouse center” in the future.
