Although the development of human resource dispatch in Taiwan is still at an early stage, the demands of dispatched employees have been growing in manufacturing, construction, financial services, and high-tech industries. In spite of the fact that dispatched employees may bring flexibility and cost reduction to companies, the quality of dispatched employees has certain influence on the companies’ management. The purpose of this study is to explore the critical characteristics of dispatched employees of electronic industry in Taiwan. Using AHP (Analytic Hierarchy Process), this study also built up a theoretical model for evaluating dispatched employees. The results of this study may enhance the quality of dispatched employees, increase the efficiency of manpower, and enforce company’s competitiveness. This study established 4 assessment dimensions, which are behavior, professional ability, working attitude, and personal characteristics. There are also 20 indicators for evaluating the characteristics of dispatched employees by reviewing related literatures and the Modified Delphi survey. The 2 target group, which contains 26 dispatched companies and 32 electronic companies, were chosen by purposive sampling. To understand the differences between the target groups, two research hypothesizes were tested. The results shows that working attitude of dispatched employees is the most important issue for dispatched companies and electric companies. Furthermore, there is no significant difference between the responses of the target groups.
