The decisions of the government have to be in line with the morality and ethical hypothesis of the leader so that public policies can be completely implemented. The primary value of the government lies in providing the public with a secure environment to reside and work, a promise to be free from fear and a function to offer social assistance when needed. Therefore, how to inspire to the willingness of public servants to help people is exactly the point of the study. Besides, the way of increasing national competitiveness lies in how to enhance public sectors along with their public servants in terms of the belief of New Public Service and how to shape the excellent culture of Public Administration Ethics. The research will first discuss and analyze based on the relationship between the core value of New Public Service and national competitiveness. Since issues concerning public affairs are prone to be multiple and complicated due to globalization and the theory of cross-boundary governance is gradually emphasized, the government expects to achieve several goals: to dissolve the credibility crisis of its people, to promote the core value of reliability, to strengthen the quality of new public service and to establish the public administration ethics and excellent culture of this service through cooperation between different sections, departments and regions. It is believed that the national competitiveness can be increased by advancing the ability and discipline of public servants and cultivating a good public administration culture.
