Therefore, the implementation of policy is not only pursuit of rationality and accountability, but also needs “marketing” its policies vigorously for gaining support from the publics. This paper uses a policy marketing perspective to analysis processes of Taipei City government’s drive for energy-saving and carbon reduction. The main aim of research is seeking for if these marketing actions facilitate the output of energy-saving and carbon reduction policies. After empirical analysis and interviews, it concludes that informing/educating approach would be the best way for governments to promote relevant environmental policies. Also, a better interaction with some partner groups may facilitates to obtain the goal of low carbon-emission life.
