Since every level of Farmers’ Association would operate independently, plus Farmers Associations in Taipei and Kaohsiung municipalities, both provincial Farmers’ Association and county Farmers’ Association fail to fulfill their functions of counseling, and the absence of a national Farmers’ Association makes it difficult in developing a role of leadership and system integration. As a result, Farmers’ Association come up in a small size, unable to meet an economical scale, making it difficult for farmers to do integration and coordination. This occurrence may influence the horizontal links, and vertical integration and mechanism. Consequently, the effective integration of the resources of Farmers’ Association cannot be successfully made. In order to understand the reason why the current system is unable to have a powerful integration, and make the Farmers’ Association sustainable. This study aims to Taipei, and Kaohsiung, Taiwan Province and the county and township of Farmers Association in terms of the reform intentions of two-grade Farmers’ Association promoted by the Director-General. Furthermore, questionnaires are used to make surveys of the approval rate of two-grade Farmers’ Association system, and problems which may be encountered in the process of promoting a two-grade FA system and views when in face of challenges This study aims, through questionnaires to go on surveys, to understand the current situation of the two-grade FA system promoted by the Director-General and on the promotion of farming system will be the status of the system and the relevant situations; the findings of the study show that some helpful proposals are given. To achieve this purpose, this research is to explore policy implementation theory and based on the study structure, appropriate research questionnaires are designed to be an investigative tool. On the process of trial surveys, director-generals in Taipei Coty, Kaohsiung City, counties and cities, township of Taiwan provinces are chosen as objects, a total of 302 questionnaires were sent, and 196 valid questionnaires were collected. After questionnaires were received, they were processed with frequency distribution, mean, standard deviation, descriptive analysis, variance analysis, ANOVA analysis, chi-square test, discriminant analysis and other methods of data processing, and analyses working together with an integrated view. Basis of the required findings, we draw the main conclusions as follows: 1. In the interviews, the director-generals’ approval rates on the implementation of a two-grade FA system are in a supportive level. 2. In the interviews, the director-generals’ problems to be encountered after the promotion of two-grade FA system tend to be a moderate level of severity. . 3. In the interviews, the director-generals’ views on the challenges toward promotion of two-grade FA system tend to be a low level of severity. 4. 61.70% of the director-generals in the interviews consider that the Farmers’ Association in Taiwan in the face of the economic environment should make reform toward two-grade FA system. 82.44% of the director-generals of Farmers’ Association consider that two-grade FA system should be jointly promoted by both the Government and Farmers’ Association. 78.63% of the director-generals of Farmers’ Association consider that Farmers’ Association with two-grade FA system should include comprehensive organizational models of various businesses. 5. In the interviews, the director-generals approval rates on the implementation of a two-grade FA are comparably supportive. In addition, their approval rate outstandingly indicates an influence over the implementation of a system of two-grade FA reform intentions. In view of the total prediction rate, up to 62.10% is achieved, which shows a clear distinction. Finally, the conclusions in this study are drawn. In view of the government laws and revision, leadership of future Farmers’ Association in an effort to integrate FA system, the establishment of professional management personnel in terms of director system and policymaking directions of the governing and Farmers’ Association, useful proposals have been given accordingly.
