Therefore, the power company is doing its utmost to promote the accuracy of the load forecasting. In addition, differs from the previous ways of taking categories of the contract, or the categories of industry power usage as an analysis unit, this paper proposes a load forecasting way of taking the substation as an analysis unit in order to precisely estimate the demand of the substation per fifteen minutes. The moving average method and the leaner regression model are applied in this study as a forecasting tool; the relational database is applied in this study to build the mechanism of data management. Moreover, to let many people work at the same time, the web-based network framework assisting platform is designed to satisfy the acquirement; the substation’s load characteristics analysis is designed to assist in interpreting the behavior of the substation. In conclusion, the result of this study provides a friendly platform to the researchers and helps them in understanding more about the load variation of the substation.
