Morakot typhoon slams Taiwan bringing torrential rains that caused agriculture destroyed and foundation facility disastrous destructed with a direct economic costs millions US dollars. Taiwan’s government faced criticism aftermath of typhoon Morakot, and even doubt the rescue effort not better than non-profit organizations. Here we choose the Tzu Chi Foundation, a Non-profit organization, from its some reconstruction work done and object of rescue workers, to develop a survey base on the concept of service for the quality of recovery progress by the government after post-disaster reconstruction. The methods of this research analyzed by questionnaires used by Likert Scale in the 6-point response categories and interviews to survey the rescue work between the non-profit organization and government in making a questionnaire.
