During his 8-year tenure, former mayor, Mr. Hsieh, had devoted all his efforts in building Wurih Township into a “Great Wurih of perfection, hope, joy, and service” as his 6-item administration guideline. The study intends to explore local management and its subsequent goal and strategy. Literature and in-depth interview are adopted to sum up environmental resources and developmental trend of the township, and to build a primary construct the goal for both present and future local management; then SWOT is used to conduct internal/external environmental analysis on Wurih Township to further explore the advantages, disadvantages, external opportunities and threats, and map out the target and strategy for future development. Therefore, in binging forth the achieved advantages and opportunities of Wurih Township, and to avoid the possible threat created by its disadvantages, the study may serve as valuable references and suggestions for all central and local authorities in ensuring the sustainability of local industries by enhancing the following competitiveness and local management. A. Enhance Wurih’s competitiveness; B. Support the development of local industries; C. Promote local culture; D. Provide well-planed benefits and living environment; E. Establish quality recreational & leisure industry; F. Expand employment opportunities; G.. Provide more public facilities; H. Provide comprehensive service functionality; I.
