For the last two years, the department of education in Tainan City government has been promoting interactive e-whiteboard in education, urging teachers to upload their lesson plans of integrating information technology in pedagogy to the “Web of Tainan City Resources for Learning.” This promotion, therefore, induces the research, which delves into its effects on junior high school teachers’ willingness of integrating information technology into education. Mainly using the data collected by interviewing 11 junior high school teachers in Tainan City, along with opinions from 2 sales representatives from textbook publishers, questionnaires on teachers’ willingness of using interactive e-Whiteboard and statistics from analyzing the number of lesson plans on “Web of Tainan City Resources for Learning”, this research focuses on how the notions of “Information Technology in Education” and “Integration of e-Whiteboard in Teaching” are practiced in junior high schools and what factors affect teachers’ willingness to put these notions into practice. The examined factors are: teacher’s background, computer literacy, subject matter, hardware at school, software and teaching materials, on-the-job training, pedagogical plan from school board, and educational policy. This research aims to find out whether or not teachers themselves have the willingness, capability and time to integrate information technology into pedagogy and thus work out lesson plans of their own, which demonstrates teachers’ pedagogical knowledge management and innovation. The major finding is as follows: subject matter, hardware at school, software and teaching materials, computer literacy, pedagogical plan from school board, and educational policy are key factors that significantly influence the integration of information technology into pedagogy. Although there are pros and cons for the effects of applying information technology to education, this research examines its advantages and disadvantages in terms of the trend of information industry, tendency of teacher’s changing roles, and student’s competitiveness for the future. According to the results of the research, implications for the educational policy and pedagogical practices are: teachers should be encouraged to learn and engage themselves in “Information Technology in Education” and “Integration of e-Whiteboard in Teaching” in the perspective of educational innovation.
