After evaluated by related public department, such a proposal has been approved through legislation in year 2007 and further announced by the President in same year July 18. Hence Non-Life insurance companies permit of operating short-term health insurance business which is less than one year. Challenges to operating health insurance business, however, are initiating at the same time. The nature of health insurance which is rather emphasizing on risk measurement of sickness is distinct from existing casualty business. Qualities of underwriters are highly relevant to health insurance business. As a risk controller, any underwriter will directly influence the operating performances. A qualified underwriter must have competent professional knowledge of various fields and make good judgments and right decisions. We are going to study underwriters in Non-Life health insurance industry by “Modified Delphi Method” and generalize the characteristics that a professional underwriter should be required. At first, we use “Semi-Open” questionnaire that consist of different variables and dimensions, target on some specialists, and to find out what characteristics should an ideal underwriter possess according to their professional viewpoint. Second, in addition to a same questionnaire, we also collect every specialist’s opinion at the preceding step in a record as feedback and survey again. After the series of objective and science statistic method, we are going to find out what characteristics should an underwriter required. According to the survey, Non-Life health insurance underwriter should be examined by seven items: certificate of underwriter, legal commitments to applicant and insured, cognition of products and clauses, theory of Insurance, theory of health insurance, concepts of underwriting, and medical profession. Particularly the “legal commitments to applicant and insured”, “theory of Health insurance” and “concepts of underwriting” are most important items. In other words, they are principal characteristics of an “underwriter” and could be criterions that a company evaluates its underwriter.
