For students who will be freshmen in university, they have their own way and criteria to choose a school or an institute. Not only the history and the fame, but also the evaluation report of a school would be one of considerations. Therefore, a university should take the evaluation report’s advice to be the foundation for making a developing strategy.   The purpose of this research is to select the optimal growth strategy for an education institute. Take the concepts of balanced scorecard as the foundation, to separate the higher education evaluation items into four perspectives which are consumer perspective, financial perspective, internal business process perspective, and learning and growth perspective as sub-criteria. Applying to the Ansoff’s product- market expansion grid, the research takes a department or a curriculum as a product, and also takes students as a market. Then, following the product- market expansion grid to make possible strategies, and apply the Chen’s fuzzy multi-criteria decision-making method to rank and evaluate these strategies.
