This particular study will focus on expatriates and foreign workers that were employed locally and internationally ( Hipsher, 2008). This study investigated expatriates and foreign workers perception on direct supervisors’ ethical behavior, expatriates and foreign workers experience from discrimination and expatriates and foreign workers motivation to organization. The participants completed the self-reported questionnaire based on three questionnaires complied of ethics, discrimination and organizational motivation. The collected data was computed and analyzed through descriptive statistics, t-test, ANOVA, and simple regression analysis. The findings of this study were generalized as follows: (1) the ethical behavior from direct supervisors to expatriates and foreign workers was implemented based on their gender and ethnicity and thus implying discrimination. (2) A significance of direct supervisors implementing employee motivation was based on their ethical behavior (3) Simple regression results revealed that ethical behavior had a positive effect of expatriates and foreign workers perception to discrimination. Expatriates and foreign workers had less employee motivation because of discriminatory experience from direct supervisors. Ethical behavior from direct supervisor controls expatriate’s and foreign worker’s positive effect of motivation to organization.
