One of the most important factors of the approval of an organization is the interactive between the family members and non-family members. This research was conducted at Taiwanese small and medium businesses (SMBs), and focused on the non-family members in the family owned businesses and other employees in non-family owned businesses. This research investigated the affection of organizational justice and the relation quality to identify an organization. Furthermore, this research will discuss the affection of employees innovating by the organizational identify. It was found that “Procedure Fairness” and “Interactive Fairness” have more affection than “Distribution Fairness” on the organization identify to the non-family-member employees who work in family owned businesses. Otherwise, “Procedure Fairness” has more affection than “Interactive Fairness” and “Distribution Fairness” on the organization identify to the employees who work in non- family owned businesses. There is another discover in this research. There is a obvious effect between “Relation Quality” and “Organization Identify”, and there is a clear effect on “Organization Identify” and employees’ innovating behavior.
