碩士 === 銘傳大學 === 公共事務學系碩士班 === 98 === This research is mainly exploring how to use the tool of “Gender Budget” to accomplish an important issue worldwide - “Gender Mainstreaming” and to achieve the goal of “Sexual Equalization”. This research can be divided into three sections. First, exploring what is “gender mainstreaming” and the concept and function of gender budget. Second, examining current development of women’s budget in our country and discuss how we promote gender budget. Third, exploring the challenging and problems we face when promoting gender budget. Through deeply interviewing, this research came out with some important findings: first of all, the tool of gender budget is still under adjusting phase in Taiwan. Second of all, the understanding of public sector towards gender budget is still under the stage of feminism budget. Third of all, The gender consciousness of participator is important. Fourth of all, government consciousness is very significant for the promotion of gender budget. Fifth of all, political rotation may not become the obstacle to the promotion of gender budget. Last of all, Tools of gender mainstreaming are inseparable tools. According to these findings, here we provide some suggestions for this research. First of all, the government should make efforts to improve the gender consciousness of every official in the government and try ways to figure out the actual meanings of gender budget. Second, it is needed to set up a mechanism for achieving sexual equalization. Last of all, systemization of gender budget is needed in order to avoid the discrepancy due to political rotation.
