In financial services , because the industry is the sensitive issue , and crosss – train relationship was not harmonious at that time .Two governments signed no financial MOU ( Memorandum of Understanding ). It brought huge difficulties about market access in financial sector . This case until 2009 , after both governments signed a financial MOU . Both sides finally could start a cross - trait financial business relationship directly . The project in financial services to the banking , this part is most special and important . The market access of banking is the important issue in ECFA (Economic Cooperation Framework Agreement) negotiation early harvest list . This study is to explore the early harvest list in ECFA about Taiwan banking industry''s ability to attain the mainland market access conditions . Base these conditions , this study explored what the risk and bottlenecks Taiwan banking industry will face in Mainland China’s market further .And then propose strategies and methods to cope with the opening of cross-strait banking benefits and impact.
