A sound promotion system can encourage government employees to work hard, to try hard to achieve the goals of their organization, since the workers recognize that according to the system their performance and contribution will be took into account when the higher vacancy is opened. As a result, a well-designed promotion system is the best method to encourage civil servant, and furthermore, to promote the government performance. There are six chapters in this study. The first chapter is about the motive, purpose, range, and limitations of this study. The second is about the theory and other relative research. The third is about the analysis of Taiwan’s court clerk system and the comparison between Taiwan’s system with that of American, Germany and Japan. The fourth chapter is about the notes of the interview of judges, court clerks, personnel officers and the person who charge the personnel system in Ministry of Civil Service. The fifth is the discussion and analysis of the result of the interview. The final chapter is the conclusion and suggestion. I found the promotion system of Taiwan’s court clerk have a lot of problems, I hope the suggestion of this study could be adopt by relevant personnel authorities.
