Summary:碩士 === 銘傳大學 === 公共事務學系碩士在職專班 === 98 === Abstracts This research studies six winning school of “Quality School” competition in Taipei city public elementary school system. Qualitatively analyzing the transcripts of in-depth interview conducted with the school principles of these winning schools, this research intends to understand each school’s case through four dimensions, including operating context, vision of school development, leadership philosophy of school principals, and the role of “Quality School” competition in school development. It is concluded by this research that there are two motives that may drive school principles to pursue change: a serious problem is identified within the school or the passion of the school principle to realize the vision he or she creates. In terms of school management, this research finds that the focus should be placed on the creation of interpersonal trust, the maintenance of a harmony environment, and the introduction of new resources to facilitate school development. In terms of the leadership philosophy of school principles, the key words include honest, thoughtfulness, lead by example, participation, and innovation. Finally, this research finds that, in all winning schools, “Quality School” competition plays a positive role in school development. By participating in the competition, the interaction among members of school community increases, and the relationships among these members are getting stronger. When members of school community become closer, it is more likely that the school development will succeed.
