After Taiwan’s entering into WTO, the situation became worse. The foreign agricultural products have been imported in big volume and the prices of them are much cheaper than those of local products. To save our agriculture, Executive Yuan passed a “High-tier agriculture health and excellence program” in May of 2009, planning to invest tens of billion dollars to lift the output of high-tier agriculture from the current 93.4 billion to 134.9 billion in 2012. Among high-tier agricultures, the output value of orchid is 2.6 billion dollars. Among orchids, the moth orchids (Phalaenopsis Amabilis) have the biggest volume with the export value at 2.5 billion per year. It makes us think if One-leaf orchid (Pleione) that has very similar characteristics to moth orchid can also follow the successful model of moth orchid among high-tier agriculture. One-leaf orchid is a Taiwan’s original species of orchid, and is considered as the flower of national treasure level. The wild one-leaf orchid has been once mis-plucked by greedy businessmen for exporting and almost encountered species distinction. Owing to the special efforts of Agricultural Council, the one-leaf orchid is being restored by artificial planting. Currently the production of one-leaf orchid adopts traditional method and the quantity of which is 60,000 bulbous roots per year which is worth 1million dollars. Recently, the Miaoli Agriculture Research and Extension Station have developed a new method of tissue culture that produces several hundred thousands of small bulbous roots per lot through Seed Germination in vitro. Through this new technology, one-leaf orchid seems to have the potential to follow the steps of moth orchid and becomes successful high-tier agriculture. But to develop an industry, skilled personnel and correct business model cannot be absent. By referencing to the successful model of moth orchid and meantime considering the special characteristics of growth of one-leaf orchid, this study suggests extending the existing master-prentice personnel training approach. This research proposes to recruit 10 voluntary young people, and train them in the one-leaf orchid research center as an apprentice of a mentoring system for two years. Then each newly graduated mentor will adopt 5 new apprentices in the production ranch for another four years. Therefore, the basic scale of one-leaf orchid industrial will start to appear after six years. The living expenses of all the mentors and apprentices will be subsidized by government for the mentioned six years. This study also proposes developing the suitable business model for one-leaf orchid industry after having the basic scale. The business model is constructed based on the developing directions and strategies of the “High-tier agriculture health and excellence program”.
