Relationships Between the Community Leaders and the Community Development in Miaoli County

碩士 === 國立中興大學 === 國家政策與公共事務研究所 === 98 === As a result of the vicissitude of times, the public affairs in the place trend towards multiplication, including the community development, public security and transportation and so on. Therefore it is a very important subject to establish the society in which the citizens could participate and to emphasize the working patterns by uniting efforts of the public and private departments. In Taiwan, “the community organization” is the most direct way to provide the people to participate in the local public affairs, and besides, it has the contributions which cannot be extinguished to promote the living qualities of the people. For all this, it also inevitably produces number of issues, and further becomes the hot topics. The research is taking the profound interviews in qualitative study. According to the purpose of this research, select 12 chairmen of the Community Development Association who have the actual decision-making power and promote community development for many years in Miaoli County to be interviewed, and discuss the associated problems. The focus of this discussion includes: to understand the participated motivation of the community leaders and the process of obtaining power and to know the connections between the different backgrounds and community development. The research found: 1.In the way of the participated motivation：promote the participation and make the consensus cohere, improve the local environment, and fight for welfare rights are the main three types and have the same proportion. In cognitive aspects, the purpose of community development is firstly to improve the quality of life and secondly is to promote the participation and make the consensus cohere. More than half of the men interviewed hold the positive attitude towards the concept of cognition in transacting “The Stronghold of Community Care”. Finally, in the aspects of the process of obtaining powers: the most is “to win by service performance” and the second is “the approval of the factions’ elders ”. 2.In the way of the promoting community work： community affairs’ proposers and decision makers are mainly to community cadres, and the following is community leaders. Both of them tend to hold the Community and Supervisory Committee and the General Assembly to do decision-making process and to promote the participation of community residents, and make community awareness cohere by organizing community-class teams and holding various community activities. 3.In the way of the achievements of promoting community work and showing the functions of community development: Community development projects based Community Development Framework of article 12 paragraph 2 include three kinds of foundation engineering, ethical and welfare production construction. According to the results of their implementation, the functions played by the community development are in order of promoting the participation and making the consensus cohere, promoting volunteers in service and mutual aid, improving the quality of life, and promoting education, socialization, politics and public security. 4.In the way of the prospects of the future work: Who in favor of or against the "community chairman is also the village chief" are half to half, furthermore , there are advantages and disadvantages analyzed. The modes of supervising and assisting for government agencies in the future are in order of supplying subsidies, educational training, and simplifying procedures to speed up administrative efficiency. In addition to the foregoing studies’ results, recommendations were also made for Government departments and Community Development Association in this study to be a reference for drawing up and promoting community development policies in the future.
