The water and soil conservation problems in Pinlin watershed were assessed according to the degrees of severities of soil and water related disasters/damages in history and field investigations. These natural and land use factors governing soil and water damages/disasters were then considered to determine required integrated conservation and management measures and priority ranking of these measures. The Pinlin watershed is all on slopeland. Most forest covers of watershed were converted to farming and other more intensive uses. The Chung Liao area and the watershed were very seriously affected detriment by the 921 earthquake in 1999. Many typhoons with heavy rains occurred after the 921 earthquake. They caused many slides and debris flows with heavy losses in properties and infrastructures. This study used ①expected protection targets、②topography curvatures ratio、③geology、④green cover ratio、 ⑤soil erosion、⑥landslide ratio and ⑦potential debris flow creeks, as evaluation factors for treatment requirement assessment. The scores for each factor were assigned to the watershed and its sub-watershed. The scores were totaled for each sub-watershed to decide priority ranking of required conservation and management strategies. Watersheds are ranked as First、Second and Third priority based on whether their total scores are over 80,between 60-79 and under 60. The total score of Pinlin watershed is 72.35.It indicates the Pinlin watershed as a whole priority, its conservation requirement is only ranked as secondary. The three sub-watersheds, Fu Shan Xiang、Ho Shin and Tan Liao with scores of 68.2、57.6 and 55.2, respectively receives second and third priority ranking regarding required conservation and management requirement .
