According to this directive, all the manufacturers of electrical and electronic equipment sold in Europe should recycle their old-fashioned products from the consumers for free in 2005. After that, EU passed the Restriction of Hazardous Substances in Electrical and Electronic Equipment (RoHS) Directive. The execution of these two directives will force the electronic industry to change the attitude toward the importance on quality specifications to increasing new environmental specifications. The driver IC design houses only focus on the design and sales; the manufacturing is outsourced. To face the international environmental regulations and customers’ requirements of hazardous substances, they have to establish the management of green suppliers and the green procurement specifications to meet the requirements. The most important part of the supplier management is the evaluation of qualified suppliers. Based on the green procurement requirement, the evaluation of hazardous substances management performance should be added to the green suppliers’ evaluation criteria. This research is trying to establish the criterions for the Driver IC design houses to evaluate the hazardous substances management performance of the green suppliers, and find out the weighted point of each criterion by Analytic Network Process (ANP) method. We summary the criterion in hazardous substances management performance evaluation for green suppliers, listed in order to its weight rating : (1) Management of Procurement : 16.3% ; (2) Material Selection : 12.7% ; (3) Excution of Suppliers : 48.7% ; (4) System Management : 22.3%. The result of this research can provide the domestic Driver IC design houses to choose the qualified green suppliers, in order to reduce the risk of violating the international environmental regulations and the risk of the customers’ requirement, and to increase the confidence of the compliance of the hazardous substances requirement.
