The conclusion of this research could be provided to Fire Fighting Administration for the related legislating future policy making. The research starts with making questionaries to supervisors and voluntary business coordinators of the local branch throughout Taiwan. Then, it is anticipated to obtain the objective observation from the third party to understand the purpose mentioned above. The questionaries are analyzed to gather the results by statistical methods to find the relationship and tests of the significant difference between variables and factors, which include item discrimination, factor analysis, reliability analysis, descriptive statistics, t-test, analysis of variance, Pearson product moment correlation analysis and multiple regressions. Some major results were found as following from this research: 1. Conflict does exist in Voluntary Fire Fighting Organization in Taiwan, but the conflict is still under control. 2. The most critical cause of conflict is due to election of voluntary fire fighting core team and bias. 3. To be aimed at the cause of conflict, “election of voluntary fire fighting core team and bias”, one should eliminate the individual differences between the voluntary fire fighting organization members to reduce the conflict to occur. The research also reveals that the election of voluntary fire fighting core team which is set up by fire administration could not be implemented. Therefore, The Fire Administration in Taiwan should pay attention more on this topic by conducting more detailed researches for obtaining constructive solutions in this regard.
