According to the data from the Fire Agency in Taiwan, the fire accidents have caused tremendous life and property loss in past tens of year. The purpose of this study is to construct a fire hazard susceptibility model by using the fire data in Tainan County from 2001 to 2009 in GIS platform. The weight-of-evidence model and the Bayes theorem are employed to quantify and sum the impacts of various factors which are selected as evaluation parameters in fire accidents. The Successful rating curve is used to find out the best group of parameters for fire hazard susceptibility model. The study results show the utilization of building, zoning of city planning, and utilization of land are most important parameters in the fire hazard susceptibility model. Using the above-mentioned parameters in the model, the area under success rate curve reaches 72.18%. The susceptibility index of the top 20%, 40%, 60% of the risk area can explain 42.86%, 85.71%, and 92.86% of the fire accidents in 2008, and the area under the success rate can reach 75.00%. It implies that the susceptibility model constructed by this study can fairly represent the potential of fire accidents in the study area and the results can apply to other area in near future.
