ISO issued ISO1400 environment management series, the context was: environment management, environment index and performance evaluation, etc. It did show the metropolis environment is the core of the sustainable development. In response to the international development, Taiwan approved the draft to promote eco-city and green building on January 11, 2008, to extend green building and promote sustainable community and eco-city, to attain territory sustainable development. So the sustainable development strategy could be extended from green building to sustainable community and eco-city, and an eco-island could be constructed gradually. (CHIANG, CHE-MING, 2007). The research summarized the major international estimation tool of IEA to collect the analysis, discussed the application of SBTool promoted by international conference on the sustainable development estimation model of Taiwan community environment (BTOOL-TC), and analyzed the similarities and differences of the relative weight of each evaluation index space, hoping to offer reference to research of related Sustainable Community, Ecological Community, Disaster Resilient Community and Urban in Taiwan. Our major findings were as below: 1. Sustainable Building Tool - Taiwan Community assessment factor:A. Site Selection, Project Planning and Development, B. Energy and Resource Consumption, C. Environmental Loadings, D. Indoor Environmental Quality, E. Service Quality , F. Social and Economic aspects, G. Cultural and Perceptual Aspects, H. community co-exist environment and lives, I. disaster prevention and community security. 2. The AHP result of experts’ opinions outlines the priority issue in Taiwan. There are:I. disaster prevention and community security of which the weighting value is 0.191; C. Environmental Loadings of which the weighting value is 0.152; B. Energy and Resource Consumption of which the weighting value is 0.127. 3. The AHP original survey estimated the weights. Based on the T verification result, the comparison analysis carried by the localizing experts showed there was no remarkable difference between buildings in north district, south district, industrial buildings, government buildings and universities. So the localizing weighted value of first floor of buildings in Taiwan should be amended, A. the weighted value of Site Selection, Project Planning and Development is 0.084; B. the weighted value of is Energy and Resource Consumption is 0.127; C. the weighted value of Environmental Loadings is 0.152; D. the weighted value of Indoor Environmental Quality is 0.1; E. the weighted value of Service Quality is 0.073; F. the weighted value of Social and Economic aspects is 0.081; G. the weighted value of Cultural and Perceptual Aspects is 0.067; H. the weighted value of community co-exist environment and lives is 0.126; I. the weighted value of disaster prevention and community security is 0.191 Key Words:SBTool、Disaster Resilient Community、Sustainable building、AHP、 Symbiotic Living
