Opening a new page for privatization and ends the monopoly system lasted for century long. Our people have more choices of the cigarette and liquor and this policy meets the free trade trend. However, new system also bring some negative impacts, because the “private liquor with minor punishment, but fake liquor with serious punishment” rule which is trying to keep up the actual social need made the private liquor become popular and that brings serious impact on industry order. Owing to new institutionalism claims that human’s politics, economy or social behavior is affected by the existing circumstances at that time, so this research is trying to analyze the critical factors under different times by the historical institutionalism of the new institutionalism. Searching the transition path during 1945 to 2008, what’s the power makes or hinder the transition? The purpose is trying to search the interactive institutional relation between system environment and main actors and analyze under those connections, strategies adopted by main actors. How do they response? In the end, also bring some policy suggestions. This research continues unfinished issues by prior studies, searching why the new “cigarette and liquor administration ”law issued in 2004 Jan. 7 was abolished and revised only after two years. Using a different point of view to offer feasible suggestions and improvements.
