The OFDMA technology is considered as a promising candidate for the downlink interface of the next generation wireless systems. However, inter cell interference is an impediment of the throughput performance in the system, especially for Cell Edge Users(CEUs).The main goal is to improve the CEU throughput as well as overall cell throughput. In this thesis, we propose a flexible softer frequency reuse scheme. Several schemes on inter cell interference coordination have been suggested for OFDMA systems. Our algorithm is designed to improve the CEU throughput by optimizing the reuse factor、power factor and packet scheduler priority.
