Such standard has specifically listed the regulations in the quality system for design/R&D, production, assembly and maintenance services of relevant automobile products with the aims to promote quality improvement for both the supply chain and verification process simultaneously. To become one of the world’s automobile industry members, there is a need to acquire world-class product quality, productivity, competitiveness and the ability to improve consistently. To achieve this goal, many automobile makers have insisted their suppliers to strictly adhere to quality management system stated in ISO/TS 16949:2009 international technical standard. As a matter of fact, for most big automobile makers, it is a must to acquire the verification of such standard in order to become the supply chain of such system. The contents of ISO/TS 16949:2009 have quoted the spirit of process management to measure and monitor the process performance through the key performance index (KPI) in the process with objective data. This is to emphasize defect prevention and to understand the variation and waste in the process, thereby enhancing continual improvement and allowing the organization to move towards the goal of customer satisfaction. Therefore, the contents of ISO/TS16949 standard are built upon the spirit of process management and performance management, of which is similar to the performance management spirit used by most organizations in their appraisal system. The performance management in the appraisal system is handled through the KPI of the department and individual by measuring, monitoring and encouraging the department and individual performances in order to enhance the organizations to achieve the operating results required by the management level. When the internal departments of the organizations operate these two similar systems but with different directions, they tend to come across conflicts and benefit losses. These are the problems the organizations would encounter when implementing these two systems. It is common for enterprises to implement performance management. As the performance index is usually handled by individual departments, the coverage is more comprehensive. This is quite different from ISO/TS16949 which stresses the process performance. As many enterprises have possessed these two systems simultaneously, the implementation of ISO/TS16949 quality management is able to integrate their performance management at the same time, and help them to improve the effectiveness of the system that based on process-oriented mode of performance management. The main purposes of this study are to explore and learn about ISO/TS16949:2009, the performance management operation, the integrated methods, the advantages and disadvantages of integration, and the impact of system integration on the organization. A case study was adopted by this research, taking “A” company which deals with the manufacturing and trading of automobile hardwares, fasteners and spare parts as the research subject. In-depth case interview and multi-aspect on-site observation were conducted on this enterprise and its internal members, and the internal information of “A” company were also studied. After summarizing and analyzing the relevant data, the impacts related to the theme were discussed and studied. This study aims to explore the integrated ISO/TS16949:2009 and performance management by inducing such spirit into the routine management system of an enterprise. After introducing the performance management scope into ISO/TS16949 body, a case study was conducted to find out the positive and negative impacts towards the management performance of the enterprise, and specific proposals were then made as a reference for different industries.
