The researcher distributed questionnaires to 255 kindergarten principals and teachers in Chiayi. The questionnaires were statistically analyzed by descriptive statistics, t-test, one-way ANOVA and Scheffe method. In addition, interviews of kindergarten principals and teachers was also applied in the study to understand how the kindergarten principal s’ and teacher’s perception of the Strategic alliances. Findings of the research were as follows: 1.The strategic alliances reasons: (1)The kindergarten principals and teachers in the smaller school scale had the highest perception for school physical conditions, competition pressure nowadays and promoting teaching quality. (2)The kindergarten principals and teachers having higher educational backgrounds had higher perception for school physical conditions and promoting teaching quality. 2. The strategic alliances connotation: (1)The kindergarten principals and teachers in the private kindergarten had higher perception for the requirement in the two parties,and they considered the strategic alliances can provide the communicate channel. (2)The kindergarten principals and teachers working for a period of time or in the different position considered the strategic alliances provide resources exchange and result the mutually beneficion. 3. The strategic alliances category: (1) The kindergarten principals and teachers working in the different position considered the strategic alliances category could be the subject, the region and the development in proper order. (2)The kindergarten principals and teachers in the smaller school scale had higher perception for the dependence and the region. 4. The strategic alliances application: (1) The strategic alliances could not be by force, and the ones participating should not be too much. (2)The kindergarten principals and teachers working in the different position, in the private kindergarten, or in the medium school scale had higher perception for the general administrations. (3)The process putting strategic alliances into practice should avoid becoming another administration burdens in the kindergartens.
