Due to the changing in political and economic environment in recent years, the traditional military downsize to reach the horizontal organization. Therefore, traditional ordnance factories have to provide extra service and functions to face the challenges of downsizing. The Balanced Score card (BSC) will be applied to construct hierarchy structure and Analytical Hierarchy Process (AHP) will be applied to obtain the weights of each criterion in BSC to improve the efficiency of the traditional ordnance factories. This study will provide some suggestions for the traditional military to improve the efficiency in war preparing.
