During disaster times, social attention is often placed on the individuals and community; while governmental rebuilding programs also emphasize on the reconstruction of infrastructure, home and industries. However the industry is composed of business entities, the reconstruction strategy adopted by business entities in post disaster time will inevitably affect the results of post-disaster rebuilding. Only in-depth understanding of the requirement for business entities in rebuilding strategy will maximize efficiency for measures of industry rebuilding. The objects of study consisted of businesses suffering from Typhoon Morakot in 2009. The study discussed the impact factors related to rebuilding strategy planning through field interview and observation visits, to explore how businesses in disasters rebuilding zones develop rebuilding strategies and the difference in management strategies before and in post disasters. The study concluded the following four study results with basis on induction and a comprehensive analysis and discussion, through literature data analysis and qualitative in-depth interview. 1. In the short term, social network is the key factor in determining local rebuilding for businesses in disaster rebuilding areas; in the long term, transportation constructions is the key factor in determining local rebuilding for businesses in disaster rebuilding zones. 2. Disaster destruction affects the majority of businesses in disaster rebuilding zones in promoting rebuilding strategy from a new perspective. 3. Business confidence and cluster condensation are the key success factors for rebuilding strategies. 4. Business rebuilding strategies are incompatible among different industries. Finally 5 Research recommendations based on the study results in discussion are proposed as reference for businesses in disaster rebuilding zones undergoing the development of rebuilding strategies. 1. Provide clear schedule of transportation construction for businesses in disaster rebuilding zones with the development of rebuilding strategy duration. 2. Rebuilding strategies shall be based on the feasibility of financial planning. 3. Rebuilding strategies shall be planned with new mindset to avoid trapping in previous models. 4. A clustering model based promotion for rebuilding strategies is more likely to succeed. 5.
