Moreover, the government established Civil Aeronautic Enterprise Foundation to sustain normal operation of the airline. The airline operation, in this way, concerns performance achievements and the goal of policy fulfilled by the government to provide people with air transport. With Taiwan High Speed Rail coming along in 2007 and western highway network completed in succession, the government’s policy to advocate “Energy Saving and Carbon Reduction” and to take the public transportation results in the relatively lower-price policy of Taiwan Railways Administration, which has great impact on passengers’ or consumers’ behavior; and therefore, the airport transportation patterns have been changing structurally. Based on its operational information from 2006 to 2008, the study applying the DEA in 18 airports in Taiwan analyses the performance efficiency, slack variables, and sensitivity analysis. And regression analysis is used to view the environment variables for the air station efficiency. In short, by the uses of CCR and BCC to operate Taiwan domestic transport airports, its performance efficiency seems to decline every year. The performance of scale efficiency and technical efficiency is significantly lower, as well. To sum up, according to the inefficient situation of the 18 airports, suggestions and problem solutions are proposed in this study.
