This study focuses on the changes of Pyanan’s industries in Datong township, Yilan country and examines the interactions and impacts on tribal culture and social structures through the perspective of the ethnic economy when policies and industries were changed. The finding of this research is that Pyanan’s high mountain vegetable industry is a special kind of ethnic economy, which integrates modern industry with traditional Atayal culture customs. Two of the traditional Atayal customs, Sabayu and Qtux Niqan, have been merged into the high mountain vegetable industry. Pyanan’s people have not been able to gained higher incomes and social capital through developing this high mountain vegetable industry, because they can’t control their own marketing channels. This research argues about the possibility of developing a local —ethnic economy. The limitations of indigenous land use and industry control are the key points of developing an indigenous ethnic economy. Laws, policy, environmental impacts, sustainable choices and community integration are factors which have influenced the industrial development of the Pyanan tribe.
