Through documentary analysis, historical and comparative approaches, this study presents current development of terrorism and its impact on regional security that matters specifically with members in the ASEAN and SCO. Also discussed are the connotation of strategic thoughts, counter-terror strategy and its deployment that accounts the PRC’s intention and behavior while cooperating with various regional organizations over the issues of counter-terrorism. On this basis, this study attempts to predict the future trend that may drive the PRC and other nations over the issues of counter-terror cooperation. This study finds that the changing international environment is the major cause that affects the strategic thoughts and deployment taken into account by the PRC and other members in the ASEAN and SCO. Besides, arguments and confrontations coexist in their agreements over the issues of counter-terror cooperation. In addition, through finding faults with the PRC’s efforts towards counter-terrorism, the US raises issues around the globe to compromise the rising China while the PRC attempts to break through the defense line deployed by the US in Southeast Asia. Furthermore, attitudes of the members in the ASEAN and SCO go extreme due to different types of terrorism and threats, various demands and anticipations over counter-terror issues, shifts of China’s energy security concerns, and operations done within and without organizational mechanism. To safeguard the goal of regional counter-terror strategy, the PRC must strengthen its bonding ties with other nations in the ASEAN and SCO over the issues of counter-terror cooperation. However, to face potential threats from transnational and trans-regional terrorism, each political entity has no doubt to take counter-terror cooperation as priority concern while fulfilling security related policies. Through establishing the mechanism of counter-terror cooperation agreed by each of the ally, potential threats associated with terrorism may be prevented and deterred effectively.
