This reflected not only in the U.S. global strategy and East Asia, but also decided the policy of U.S. toward to both side of Taiwan Straits. As the factor of The People’s Republic of China build its regime and forced to the Republic of China. The U.S. decided to maintain a vertical containment defense line from Japan to the Southeast Asia and to hold both side alone of Taiwan Strait governed by The P.R.C. and R.O.C. . Due to the influence of the nature of P.R.C.’s threat and the failure of the past experience, The U.S. policy for Taiwan after 1949 was aimed to help improving its fundamental structure, which is, under the U.S. supervised and control, The U.S. would provided the basic economic and military assistance to preceding interior reform in order to against the threat of communist and strive for the domestic support. This unilateral aid relation as the international situation shift and recession along to the U.S. overall national power go and down which not only for Taiwan steadily developed but also shaped a unit interest to the U.S. After Korean War occurred, although the U.S. authority applied to Taiwan military assistance, this is for the demand of “keep the situation in status quo”. During the period of time, The U.S.-China relation had a little bit transform owing to the reconciledation,the end of the Cold War and Chinese overall national power had been arisen, But the determination of the U.S. persisted the principle across to the Taiwan strait in a peace situation would not change. On the other hand, The U.S. continuing provided defensive armed to Taiwan and revealed the determination to maintained the status quo and the relations between U.S.-Taiwan’s military cooperation. This study utilized a historical approach to observed the situation of the U.S. performed the military assistance policy toward to Taiwan and by the permanent historical documents of Minstry of National Defense R.O.C., the foreign relations of the U.S. diplomatic papers, the memoirs of litigant involved and the associated study by the year from 1949 to 1955 which induced and compared the development to present situation in order to explored the shift of the U.S. military assistance to Taiwan, its hopefully would applied the research who were interesting in this issue and conference to the policy.
