According to the present practice in most cases, design, procurement, and construction are separated, i.e. the owner will complete design and procurement first and then contract out construction to contractors following certain tendering procedure in so called the traditional design/bid/build (D/B/B) model. Because the design and the construction of a project are carried out by the architect (or engineer) and the contractor separately, considerations of the designer and those of the builder may not agree with each other, which often affects job quality. In recent years, there have been some projects with E & M works completed by using the design and build (D/B) method. The objective of this study is to investigate the types of owner organization for E & M works of residential building projects, the connections between the types of owner organization and the contracting methods, and furthermore, to explore the differences in factors considered between different contracting methods, so as to provide references for decision makers. First, a questionnaire survey of industry practitioners was done and the data collected from the survey was processed and analyzed. The results show that: (1) at present, development conglomerates with a permanent project management unit mostly use the traditional contracting method and can handle more complex interfaces, whereas companies with a temporary project management unit are more likely to use the D/B method with less interface problems; (2) overall speaking, owners consider cost control most important during planning and design and consider progress control most important during construction; (3) the more an owner’s project management organization develops, the more it is able to handle interface problems, while owners with a temporary project management organization require to a greater extent the ability of a contracting method to deal with complexities; (4) using D/B can shorten project duration through concurrent design and construction, but the D/B contractor will take greater risk, and so contractor selection by the owner is especially important.
