It will cause severe casualties if an accident occurred during the loading or unloading processes. Human negligence and unsafe equipments are the two crucial factors resulting in such accidents. The factors analysis technique is employed to look into at the major factors influencing the operation safety of a tanker terminal in Kaohsiung. Tankers, staff, and equipments involved in transporting petrochemical compounds are all investigated in this research. Using the investigation findings, revision on the current standard operation procedure is proposed. Hopefully it could reduce the occurrend of such accidents. This research is aimed to discuss the operation safety during the loading and discharging of petrochemical compounds from the tanker in the CPC’s Kaohsiung terminal.The safety of loading and discharging activities could be further categorized into the following three kinds,namely,operation safety of vessel, operation safety of tanks in the terminal﹐and the operation safety between vessels and terminal in the dockside﹐Three petrochemical terminal operation in the Kaohsiung Port are chosen , 110 copies of questionnaires are dispatched﹐94 copies are replied and all are found to be vaild. This survey result is analyzed by the Exploratory Factor Analysis technique & Importance –Performance Analysis(IPA) model,Thirty seven sub-factor are categorized into ten safety dimensions﹐including deck operational management﹐vessel-to-shore interface management﹐accidents prevention﹐safety training﹐contigency planning﹐equipments application management﹐environmental protection﹐powered vessel﹐fire-fighting training﹐and professional expertise.
