Thus, land development isn’t merely considered in terms of the urban land demand but including urban economy, urban policy and urban problems. The study focuses on the relationship between land readjustment and urban development based on the analysis of urban development in Taiwan, the change of social and economic environment in Tainan and urban policy in local government. In the first chapter, the perspective of urban political economy is used to analyze land readjustment. Furthermore, related problems proposed by other papers will be the references for land adjustment. In chapter two, management of the finished thirteenth land readjustment is used to analyze its effect toward entire urban space. The finding shows that extending urban land has significant effect to land readjustment, especially in housing ground and public facility ground. In chapter three, the background of promotion of urban readjustment will be investigated first, and then the relationship between urban development and land readjustment in Taiwan and Tainan will be probed as well. Finally, the change of urban social economy and space policy in local government will be analyzed to investigate the relationship among those and land readjustment. The finding shows that the relationship between urban development and land readjustment in Taiwan and Tainan is significant in terms of the timing of development. The process of public urban land readjustment in Tainan city I s changed with Tainan social and economic environment, which imply the truth of urban planning behind the trick of land readjustment by local government. If the promotion of land readjustment isn’t with the local social economic development, the idle of the land will become common. However, many re-zoned districts can’t be transformed with urban development, which lack of the combination of urban features. Through the analysis of urban space policy, that can be found increasing the urban ground and government’s benefit by selling cost equiva-lent land, meanwhile, the benefit from land development can be used to consolidate their political position. Through the development of land readjustment, the value of land can be increased, compared to the land acquisition policy, it is popular. Thus, urban land readjustment becomes one of means in acquiring the land by government. The research finding that the population transformation and planning in Zheng-Zi-Liao re-zoned district can absorb many people to live is due to the convenient traffic and location after deep investigation.
