But in order to accommodate the change of modern social and economic environment, it was revised for many times until a large-scale reform engaged in 1996 to apply “saving scheme”, meaning the pensions were shared both by the government and teachers. Therefore, the purpose of the study is to explore the history and present situation of the retirement system for domestic teachers in elementary & junior high schools, and understand how it was influenced by the factors of political, economic and social environment. In order to reach such goal, the study applied methods of literature review, archive research, content analysis, historic research, etc. to analyze the retirement regulations for elementary and junior high school teachers, and compare the reform in each stage so as to clarify its systematic pattern in each progress phase and connected background factors of political, economic and social environment. According to the discoveries of the study, the author induced some conclusions as follows: 1. The retirement system for teachers is a kind of man-made layout which inevitably concealed certain ideas or attempts of the regulators which might not be completely in line with reality. 2. The retirement system for teachers is a kind of mechanic construction which could not automatically adjust its structure ultimately as the political, economic and social environments change. Based on the results of researching the retirement for domestic teachers in elementary & junior high schools, some suggestions were provided as follows: 1. The government should insist on the principles of adaptable legislation to adopt a layout of separating the retirement systems for public servants and teachers. 2. The government should review and change present payoff mode for teachers’ retirement pensions. 3. The retirement system for teachers should be combined with the pension system for senior citizens, so as to response the status quo of domestic social situation.
