It is the important link to make educational policies systematic, professional and effective in Pingtung County. In this study, we analyze the results of first phase school evaluation in Pingtung County, then, we construct the second phase evaluation dimensions and indicators. To achieve the purposes, the study takes the research methods such as literature analysis, questionnaires and interviews. We send out 690 questionnaires and 573 ones are valid, so the response rate is 83%. By this way, administrative staff in 39 senior & junior high schools and 165 elementary schools are surveyed. Besides, there are 11 people, includes school principals, directors and teachers are interviewed. The results can be as a reference to construct evaluation indicators. The conclusions of the study are as follows: 1. The elementary and junior high school evaluation has a trend towards the development of formative evaluation. 2. The evaluation indicators combine school teaching with educational policies. 3. Educational personnel should have a positive and affirmative view about issues of school evaluation. 4. The evaluation index system should allow flexibility for schools to operate and make themselves more characterful. Based on the above findings, the suggestions of the study are as follows: 1. The process of implementing school evaluation should be diverse, open and fair. 2. To propagate the diversification and flexibility of evaluation indicators, in the meantime, to take the school’s characteristics into account. 3. To take faultless evaluation measures and establish a complete evaluation mechanism. 4. Through school evaluation, we also can achieve the indicators of integrated inspection come from Ministry of Education. 5. Through in-service education, principals and directors can improve their knowledge of school management. 6. Evaluation subjects should be school staff instead of just administrative personnel. 7. There should be different indicators in different educational systems. 8. The results of school evaluation should be put in use, and the follow-up counseling should be implemented. 9.
