碩士 === 國立屏東科技大學 === 土木工程系所 === 98 === The township (town, city) office is the third level and the basic of governmental fire prevention rescue unit. However, the unit usually is the most deficits in manpower and the resources for the disaster prevention rescue system. This research takes Chaozhou Township, Pingtung County as an investigative unit. Firstly we collect previous year’s disaster situation in the township and the related literature, and take 2009 Morakot typhoon occurred the August 8 flood as the example. This study took the questionnaire to survey the people who actually engaged in the disaster prevention rescue work in Chaozhou Township including staff in township,fire prevention, police and clinic offices. The aim is to understand organization's operation process of disaster prevention rescue in the township, and according to appraises possibly factors affecting disaster prevention rescue organization functions in this township. The survey content includes the civilian dispatch, the flood prevention, the disaster response manner, the communication, the disaster situation transmission to notify the resident, the guidance people to seek shelter, command and coordination, and other factors affected the functions of disaster prevention rescue development in this township. The statistical method was used to analyze the data reliability and validation, and distribution test in each aspect to figure out the most important factors affect the development of organization function for disaster prevention rescue in the township. The purpose is to draws up the strategies to promote disaster prevention rescue III efficiency in this township.
