It’s a tourism style which makes use of the industry environment and the derivational history, humanity, geography, society and ecology. The promotion of the Culture and Leisure Industry is one of the ways of industry transformation which let the country be in face of the nation to join the World Trade Organization (WTO). On the other hand, it would give a better chance again to reflect the group development and life value as the stage of facing the Globalization for the country community. An industry which lacks rational tactic thinking scheme in the initial program stage will lead to occur numerous operation difficulties. Therefore, this research is basis on the “Five Competitive Forces”of Michael E. Porter to aim at the features of the Tianwei Road Garden to adjust and modulate, and then establish a Five competition system for the local tourism. It applied the AHP Analytic Hierarchy Process to realize the competitive pressure source of the Tianwei Road Garden. This research found out the top two pressure sources of the Tianwei Road Garden are “the threat from the same trade” and “the threat of the substitute products”. Finally, it will bring up workable development strategies by applying above information for the Tianwei Road Garden’s reference.
