The worldwide financial tsunami caused the domino effect. In order to adapted this phenomenon and transform successfully, the SMEs consequently took some steps such as organizational changing, downsizing, and layoff. Therefore, this research treated SMEs as study objects. This study uses the Hierarchical Liner Modeling (HLM) analysis to examine the relationship among employees’ perceptions of organizational change, perceptions of organizational politics climate, positive psychological capital and commitment to change in SMEs. Through empirical research, 1201 effective surveys were received from employees of SMEs, examining the relationship among the variables with the HLM analysis. The result shows perceptions of organizational change has significantly effect on positive psychological capital and commitment to change respectively. In addition, positive psychological capital has significantly effect on commitment to change. The result form Hierarchical Linear Modeling (HLM) indicates that positive psychological capital is a mediator between perceptions of organizational change and commitment to change. The finding also shows that perceptions of organizational politics moderated the relationship between positive psychological capital and commitment to change.
