Summary: | 碩士 === 國立臺南大學 === 教育經營與管理研究所碩士班 === 98 === This study aims to explore the impacts of the falling birth rate on elementary schools, the reacting and coping strategies in implementing policies, and to take an elementary school with student number changing from reducing to increasing as an example. Through interviews, participative observations, and documentary analyses, the conclusions are as follows:
1. There are both advantages and disadvantages of the falling birth rate to the school in this case. The disadvantages are including closing or merging school, the difficulties on requiring funds, the problems of making teams or field trips, the increasing of administration workload, and lack of competition at classes. The advantages are including small class sizes of refined teaching, and more chances for students to represent themselves.
2. To face the impact of the falling birth rate, the school using 6 coping strategies: the offering by community temples, reinforcing school marketing, shaping school characteristic, positively participating outside contents, holding every activity to improve students’ abilities, and seeking finds in diverse ways.
3. The forming process of coping strategies relies on the decisions of president mainly, and executive group secondarily.
4. To response the impacts of the falling birth rate, the school which promoted the strategies, are encountered the main resistance from teachers. The ways to solve the problems are immediately communication, providing assistances with all strength, and taking effects by teachers having willing etc.
5. The effects of coping strategies are the increasing of student number, the improving of studying, getting exterior funds, the raising of fame, and receiving approving.
6. To most parents who choose to study cross the demarcation for their children, the most important thing is the attention to their children from teachers in small classes. To the parents in the demarcation, the main factor which they consider is every strategy offered by school.
Finally, some suggestions for school mangers, teachers and future studies are proposed in this research.
