| Summary: | 碩士 === 國立臺灣海洋大學 === 海洋法律研究所 === 98 === This thesis focuses on the regulations and content of Governor Special Allowances and Discretionary State Affairs Fund. After decades of absolute monarchy, the regulations behind these two expense allowances have not been examined and investigated. However, the controversies surrounding the recent cases of major and presidency expense allowance abuse provided an opportunity of improvement. After introducing the laws regulating the usage and reimbursement of the two expense allowances, this study will investigate the controversies of the Governor Special Allowances, whether Substantive allowance or public funds, and also those of the Discretionary State Affairs Fund, whether the president has Criminal Immunity of Chief of State and State Secrecy Privilege. Comparing the nature of the two expense allowances, this study hopes to shed light on how the system can be improved by providing suggestions for modification.
