碩士 === 國立臺灣海洋大學 === 海洋事務與資源管理研究所 === 98 === This study aims to explore the role of “Nippon foundation” for the development of marine affairs in Japan after World War II, in order to understand the role and function of the organization. Based on literatures collection, we analyzed the establishment of “Nippon foundation” and transition of function over time by factors of changes in social ecology, marine industry, and knowledge of ocean, and to clarify its effects in a ocean society in Japan. The results indicated that the funds of “Nippon foundation” were raised by “kyotei” which was a public sports gambling under specific regulations. By financing, borrowing, and grants, the “Nippon foundation” developed the ship machinery and education of marine affairs, and assisted the government in policy of marine industry. The “Nippon foundation” established many sub-foundations to deal with the special works after 1975, and re-defined their role in the development of marine affairs and the future emphasized on the culture power which is critical of marine affairs and communication among nations.
