Abstract
The purpose of this study is to investigate the current operation status of voluntary organization in elementary school so as to analyze the functions and programming of voluntary organization in elementary school as well as to appreciate the dilemma and coping measures of operation status of voluntary organization in elementary school. It is thus hoped that it can be helpful to understand the operation of voluntary organization so that suggestions can be put forth as references to facilitate the operation of voluntary organization in elementary school.
This study has employed the manner of case study, using a voluntary organization in an elementary school at Taipei County for illustration. With time period of a year for research, the study has conducted in-depth interviews with volunteers and individual in charge of the operation business for the voluntary organization in the school, interview with focus groups of the voluntary organization, and literature analysis and other measures for information collection at site. Besides, it has also conducted analysis, induction, and discussion with regard to the information. After compiling and arrangements with the study, 11 items can be put forth found as follows:
1.Voluntary organization of the school is helpful to facilitate life-long education, participation of public affairs, and other functions of social education, and if parents can take part it will provide themselves as example for their children to take after.
2.High sense of participation enthusiasm is the main source of power to hold together with volunteer.
3.Since school will inherit from pervious experience, only limited help can be found for the service and operation of voluntary organization.
4.Since manner and channel are not so diversified, problems as overlapping of manpower specialty and unfavorable result of publicity wait for resolution.
5.Screening of volunteer remains at level of “if there is,” but actual effect of voluntary organization and its benefit for teaching would need further attention and concern.
6.The content of organization work is not specific enough, ending up volunteer without objective to live by and manpower idling.
7.Educational training is capable to care for “bottom-up” need, which is helpful to enhance the competence of volunteer and intensify volunteer support.
8.Strict performance evaluation system has not been set up, and there is in short of suitable elimination system to get rid of inappropriate volunteer.
9.Social resource relies on volunteer to raise, and the resources raised are still sufficient for the need and there is not yet the concern of insufficiency.
10.The content information of volunteer website established by schools is not able to demonstrate the management functions of voluntary organization.
11.Voluntary organization leadership is short of mobility so that organization operation is liable to end up with thedilemmaofrigidity and leadership fault.
The researcher has, based on the conclusions, put forth suggestions which are conducted from the four aspects as educational administration authority, school administration unit, school voluntary organization, and subsequent study in the future to provide itself as reference for programming or making improvement to the operation of voluntary organization in elementary school.
