Pannomion to address three issues: first, critical understanding of the common law and assertion of utilitarian theory of law. Second, issues between utilitarianism and the theory of Pannomion. Third, issues between democracy and the practice of Pannomion. In practice, the oppression of despotism and religious cruelty, must combined the "court of public opinion" and the freedom of the press and other institution design, as well as the advantages of representative democracy; in the practice of Pannomion drawn include the effectiveness of utilitarian theory of law and the democratic institution, the three closely related ideas is the features of Bentham’s thought.
