碩士 === 國立臺北大學 === 公共行政暨政策學系碩士在職專班 === 98 === The study mainly discuss about how had the Wu-mi-Lur community been developed into a famous resort from an originally remote and unknown village. How was the cooperation between private and public aids in this community development case? What was its regeneration strategy? Were there any difficulties encountered? And how were these difficulties resolved? Applying for the qualitative research methods of literature analysis and interviewing the residents of Wu-mi-Lur community, the study explored the dynamic relationships among Government, community, residents, non-profit organizations, the media and the exports. The major findings include that, first of all, though Wu-mi-lur was sponsored by sufficient fund from the Government, the use of these resources wasn’t efficient enough because of the sectionalism from different administrative departments. To achieve synergy, setting clear responsibilities of each department and designating one single section for coordination and execution could have this improved. Second, most residents of Wu-mi-Lur lack of the concept of “citizen participation” and “consensus realizing”, which could be reinforced through the holding of courses and activities, for example the Dowry Culture Festival, to build the relationship between residents and the community. The economic is essential to the prosperity of a village. In other words, the regeneration of a village couldn’t be without industrial development. Beside the original rice industry, it was the distinguishing culture-based tourism which makes Wu-mi-Lur alive. We could see from this case that how drastic could a village change as combining with industry. There were some goals to apply in an improved regeneration: emphasizing more on the well-arrange of crops, creating suitable business model, protecting the natural environment and developing organic agriculture.
